Abstract
The study aims to analyze the government's role in optimizing Taman Flora Bratang Surabaya as an educational Third Place based on Green Open Space (RTH). Ray Oldenburg's Third Place concept serves as the theoretical basis for understanding Taman Flora's role as an informal social space that supports out-of-school education and social interaction. Data collection techniques were conducted through interviews and observations with managers, officers, and park visitors. Data analysis was conducted to identify participation patterns, visitor perceptions, and obstacles in developing the park's educational function. The results show that Taman Flora has been equipped with educational facilities such as a Reading Garden and Broadband Learning Center (BLC). However, the utilization of Taman Flora is still not optimal due to the absence of a master plan, the lack of structured educational programs, and a lack of collaboration. Inter-agency and community. This study recommends that the Surabaya City Government, particularly the Environmental Agency (DLH), develop policies tailored to community needs. The findings are expected to serve as a model for developing educational parks in other cities across Indonesia.
