Hambatan Dan Tantangan Penerapan Green Procurement Pada Proses Pemilihan Penyedia Proyek Konstruksi

Abstract

Although it has been widely introduced, the implementation of green procurement has
not yet run as expected. Therefore, this study aims to analyze the dominant inhibiting
factors that influence the implementation of green procurement in Solok Selatan
district and formulate strategies to face the challenges of implementing green
procurement. Inhibiting factors were identified from a literature review that was
adjusted to conditions in the region. Data collection methods were carried out by
interviews and questionnaires. Data were processed using the RII method to obtain the
weight and dominant inhibiting factors of the implementation of green procurement.
SWOT analysis was used to formulate strategies. The results of the identification and
interviews produced 27 valid factors that were grouped into PESTLE (political,
economic, social, technological, legal and environmental). The results of the RII
analysis showed that human resource factors and regulatory, policy, guideline and
standard factors were the dominant inhibiting factors in the implementation of green
procurement in Solok Selatan district. This study further recommends 4 strategies to
face the challenges of implementing green procurement based on the results of the
SWOT analysis.
