Abstract
Nonrecurrent congestion is caused by unforeseen events such as those occurring when heavy vehicles are risky of damage. Usually the vehicles would stop in one lane thus reducing the road capacity and ability for high traffic. It also takes long time for the evacuation process thus extending the traffic queue, causing losses for road users. To calculate the cost of congestion for each additional traffic volume and handling time, here made an equation model from simple regression and used Tzedakis method. The results obtained are for handling time of: 0,5 hours y = -250880135,069+98989,277X; 1 hours y = -477367897,880+188779,690X; 2 hours y = -905238025,456+358710,459X dan 3 hours y = -1323226902,369+524828,720X. Variable y represents congestion costs (Rp) and x traffic volume (cur). This model equation is used when the road capacity of 4/2D from 3531.26 cur/hour becomes 2553.6 cur/hour with a minimum traffic volume limit of 2554 cur/hour.
